How the target-size search works

The browser creates several candidate files at different quality levels. It keeps the candidate closest to the requested byte size. If quality changes cannot get close enough, it repeats the search at smaller dimensions.

Because JPEG and WebP encoders work from image content rather than arbitrary padding, the output may be a few percent above or below the target.
